FINAL ORDER AND PUBLIC REPORT

On January 20, 2000, an Administrative Law Judge (AALJ@) for the Division of Administrative Hearings submitted her Recommended Order to the Commission on Ethics and the parties to the proceeding, Respondent Eileen McGuire and the Commission=s Advocate.  A copy of the Recommended Order is incorporated herein by reference.

No exceptions were filed, and the matter is now before the Commission for final agency action.  Accordingly, the Commission on Ethics adopts the Recommended Order and, because the public interest would not be served by further proceedings, hereby dismisses this complaint.

ORDERED by the State of Florida Commission on Ethics meeting in public session on March 9, 2000, in Tallahassee, Florida.
