The Administrative Law Judge recommends that the Respondent's petition be dismissed.

The Commission hereby adopts in full as its final order the Recommended Order of the Administrative Law Judge, which is attached and incorporated by reference.

Accordingly, the Commission finds that the Complainant (Eileen Moran) is not liable to the Respondent (Richard Glass) for costs and attorney fees and dismisses the Respondentís petition with prejudice.
